Manager of Tax Credit Scholarship Giving
Position Summary
The Manager of Tax Credit Scholarship Giving is a key member of Gesu School’s Advancement Team and works closely with the Vice President of Institutional Advancement to lead and grow Gesu School's Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.
Tax credit giving is the cornerstone of Gesu School's fundraising program, accounting for more than 50% of annual philanthropic revenue. With 98% of students eligible for scholarship assistance, this position plays a critical role in ensuring access to a transformative Gesu education for hundreds of children and families.
This position is responsible for generating scholarship revenue through individual and business donors, managing donor relationships, and ensuring compliance with all Commonwealth of Pennsylvania requirements. The Manager serves as Gesu School's lead staff resource on Pennsylvania tax credit programs, overseeing donor participation, annual renewals, reporting, and program administration while developing strategies to increase awareness, participation, and scholarship support.
Key Responsibilities
Fundraising, Stewardship, and Program Growth
The Manager works in close collaboration with the Vice President of Institutional Advancement to execute and grow Gesu School's tax credit scholarship fundraising efforts. The Manager is responsible for implementing donor cultivation, stewardship, prospect development, and engagement strategies that support the school's fundraising goals.
- Implement strategies, developed in partnership with the Vice President of Institutional Advancement, to grow Gesu School's EITC and OSTC programs.
- Manage a portfolio of individual and business donors and prospects through cultivation, solicitation, stewardship, and renewal.
- Partner with the Vice President of Institutional Advancement on key donor relationships and major tax credit giving opportunities.
- Build and strengthen relationships with current donors to increase retention, engagement, and giving.
- Identify, cultivate, educate, and solicit new individual and business donors to achieve annual participation and revenue goals.
- Develop meaningful stewardship opportunities that demonstrate the impact of scholarship support and deepen donor engagement.
- Create and execute prospecting, networking, educational, and stewardship events that increase awareness of tax credit giving opportunities.
- Collaborate with marketing/communications colleagues to create compelling donor communications and outreach materials.
- Work collaboratively with members of the Advancement Team to ensure coordinated outreach, stewardship, and relationship management across all fundraising initiatives.
Prospect Development and Community Engagement
- Partner with the Board of Trustees, school leadership, donors, and other community stakeholders to identify and cultivate prospective donors.
- Empower Board members and key supporters to serve as ambassadors for Gesu School's tax credit programs and to help identify and cultivate prospective donors.
- Maintain a strong pipeline of qualified prospects, with a focus on growing business participation and multi-year commitments.
- Represent Gesu School at business, civic, networking, and community events to build relationships and generate new opportunities for support.
- Maintain and enhance Gesu School's strategic partnership with BLOCS by working closely with its leadership and staff to support donor participation, scholarship growth, program compliance, advocacy efforts, and the continued success of the school's EITC and OSTC initiatives.
- Support broader Advancement initiatives and fundraising efforts as needed.
Compliance and Program Administration
- Serve as Gesu School's primary administrator for all EITC and OSTC programs.
- Manage annual renewal applications and submissions required by the Commonwealth of Pennsylvania in collaboration with VP of Institutional Advancement and CFO.
- Ensure compliance with all Pennsylvania Department of Community and Economic Development (DCED) regulations and scholarship organization requirements.
- Maintain accurate records of donor commitments, scholarship awards, reporting requirements, and program documentation.
- Work with Finance Office to ensure proper reconciliation of all tax credit donations.
- Monitor deadlines and ensure timely completion of all required filings, certifications, and reports.
- Stay informed of legislative and regulatory developments affecting Pennsylvania tax credit programs and advise school leadership accordingly.
- Develop and maintain systems that strengthen compliance, reporting accuracy, and operational effectiveness.
Qualifications
- Bachelor's degree required.
- Minimum of 3–5 years of fundraising, donor relations, business development, nonprofit management, or related experience.
- Strong knowledge of Pennsylvania's Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.
- Demonstrated success cultivating, soliciting, and stewarding individual and business donors.
- Demonstrated success in meeting fundraising goals and managing donor relationships that result in meaningful philanthropic support.
- Experience managing donor portfolios and prospect pipelines.
- Excellent written, verbal, presentation, and interpersonal communication skills.
- Strong organizational, project management, and time-management skills with exceptional attention to detail.
- Experience working with Boards of Trustees, volunteers, and community leaders preferred.
- Proficiency with donor database/CRM systems, preferably Raiser’s Edge and Microsoft Office Suite.
- Ability to analyze fundraising data and use metrics to guide strategy and decision-making.
- Entrepreneurial mindset with the ability to develop creative strategies for donor acquisition and program growth.
- Commitment to the mission of Gesu School and Catholic education.
- Valid driver's license, reliable personal vehicle, and ability to travel locally throughout the Greater Philadelphia region.
- Willingness to work occasional evenings and weekends to support donor cultivation, stewardship activities, fundraising events, and school functions.
